In regard to the licenses of the Red Lion Inn, Robins Lane, Chief Constable WOOD stated at the last transfer day he made a statement that he had been informed that PILKINGTON had got five women into trouble, and he opposed the granting of the license until he had made inquires into the matter. Since then one young woman had taken out a summons against PILKINGTON, and it would come on for hearing on Friday next. He had not heard anything further as to the other four women. In answer to Mr H. L. RILEY who appeared for PILKINGTON, Chief Constable WOOD stated that he knew PILKINGTON denied the paternity of the child. He also knew that the girl had made the same charge against a member of the police force. Mr RILEY addressed the court on PILKINGTON’S behalf, stating his sister would attend to all the domestic arrangements of the house. PILKINGTON had received a testimonial of the highest possible character from his former employers Messers Pilkington Brothers for several years service.

Mr J. P. MEARNS applied for a music and dancing license on behalf of William COLLINS, 57 Hardshaw St, conductor of the “Hardshaw Select Class”. The application had been made on a former occasion, but, was opposed by the Chief Constable and was refused by the bench. Mr MEARNS now stated that the object of the class was purely to teach dancing. The neighbours did not object and Mr COLLINS was the owner of the property, upon which he had spent a lot of money. Chief Constable WOOD again opposed on the grounds that the dancing class was not required on public grounds. He did not think it would be for the public good, but would give facilities for immorality. The magistrates retired for twenty minutes, and on their return the Chairman stated that all the applications would be granted with the exception of that for a dancing and music license by COLLINS which the bench could not see their way to grant.

The bench retired and on their return intimated that all the applications would be granted. On the application of Mr R. W. H. THOMAS a temporary authority to sell at the Live and Let Live, beerhouse, Parr, was granted to John MATHER, the former tenant being William GIBSON.

Applications for the renewed music licenses were made by Laurence NEAREY, Robin Hood Inn, Tontine St, John RIGBY, Adelphi Hotel, Bridge St [for whom Mr J. O. SWIFT appeared], William HELSBY, Black Horse Arms, Bridge St, Henry KINGDON, Liverpool Inn, Liverpool Rd, Sergeant Major Edward DOOLAN, Volunteer Hall, Volunteer St, and James DRAKE, Town Hall.

Mr H. L. RILEY applied on behalf of Mr Fred LUCAS for a music and dancing license for the People’s Palace, Sharp St, he stated the license was granted last year in another name but it was felt it would be better in the name of Mr Fred LUCAS who was the person constantly on the premises and the actual manager. Chief Constable WOOD said that he had no objection.

The Mayor and the bench granted the applications in reference to the Volunteer Hall, the Town Hall and the People’s Palace and the others would be refused. The bench again desired it to be understood that they did not consider it necessary for publicans to have a license in cases of occasional playing of a piano by customers or members of the family. Mr SWIFT said in the case of the Adelphi Hotel there is paid music. The Mayor, We have heard so, but we don’t think it is sufficient reason for granting a license. Alderman BISHOP said apart from that he did not think the house ought to have a license.

The applications by John MATHER and Alfred WILCOCK were supported by Mr R. W. H. THOMAS Solicitor and Mr J. O. SWIFT appeared on behalf of Mr A. MC GEACHIN.

The magistrates granted the whole of the transfers with the exception of those applied for by Catherine BARROW and William LYTHGOE, neither of whom appeared in court to support their applications.

The Mayor said the magistrates desired it to be distinctly understood that they considered the granting of a temporary authority did not bind or tie the hands of the licensing bench. Luckily they were not in a position to refuse any of those applicants, but applicants who secured a temporary authority in future must satisfy the licensing magistrate also.

The applications for music and dancing licenses were then taken. Robert YATES of the Salisbury Music Hall, applied for a renewal of a license for that building, Alice ADAMSON made a similar application in respect to the Van Tromp Inn, Church St and Enoch AUSTIN applied for a license for the Legs of Man Beerhouse, Barber St.

There was also on the list an application by Francis TARBUCK for a license for the People’s Palace, Sharp St. When the case was called Mr H. L. RILEY said, that application will not be proceeded with, Mr ETTY of Liverpool said he had been instructed to oppose the application on behalf of the official receiver in bankruptcy. The Mayor, There is now no application, and you cannot very well oppose, Mr ETTY, That’s all right.

The magistrates intimated that the other applications would be granted.
